Two St. Albans, one county
Franklin is a geographic county in Vermont’s northwest. The shire is St. Albans. St. Albans City and St. Albans Town are different. Towns run towns. The county is thin: assistant judges, courthouse, county tax, statutory support for the Sheriff.
Municipalities include St. Albans City, St. Albans Town, Swanton, Enosburgh, Highgate, Fairfax, Georgia, Fairfield, Fletcher, Bakersfield, Berkshire, Franklin, Richford, Montgomery, Sheldon. Burlington is Chittenden. North Hero is Grand Isle. Newport is Orleans.

Land — Missisquoi, bay, a line that is not a merger
Missisquoi Bay and the Missisquoi River. Dairy country. Canadian line. No ocean. No capital dome. Staff who paste a Burlington waterfront onto St. Albans are on the wrong county.
Politics, law, technology, education
Selectboards and a city council. Assistant judges on a four-year clock. Confirm 24 V.S.A. § 73. Each municipality has a site. A student uses town pages, the State jobs board, or the Sheriff’s official page. DOC’s Northwest State Correctional Facility is in Swanton and is still DOC.
Outreach, justice, rights, remedy, relief, service
Richford is not the City. Georgia looks south. Crime and fire are town, State Police, or a sheriff contract. Civil process is the Sheriff. Rights do not change at the Montgomery line. Remedy for St. Albans Police is the City. Relief in a Missisquoi flood is mutual aid. Service of a paper is still a person at a door in Franklin.
