Custody, courts, papers, high-country rights
Crime and fire are town. Jail and civil process are the Sheriff. Prosecution is District 3 (shared with Androscoggin and Oxford). Remedy for a town police issue is that town. Remedy for a jail issue is 123 County Way. Relief when 4 closes is mutual aid plus the State. Service of a paper is still a person in Rangeley in March.
