They fund roads, the courthouse campus at 800 Forrest Avenue, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Gadsden City Council is a city body. Attalla City Council is a city body. Rainbow City is a city body.

The Sheriff’s own detention page and a 2025 press release describe a downtown house from 1993, 865 beds in the main building plus an 112-bed annex — one of the larger county jails in Alabama, still this jailer under Ala. Code § 14-6-1. It is not a Warden-department split. It is not Birmingham. ALEA is the state. Civil process and court security at 800 Forrest (and the Judicial Building) are the Sheriff. Rights do not change at the Jefferson rumor. Remedy for Gadsden Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when the Coosa comes up is this count first.
