Clay County, Arkansas, was created 24 March 1873 from parts of Randolph and Greene. Official county site and Arkansas GIS: this is one of ten Arkansas counties with two judicial districts. AAC lists Piggott / Corning, Piggott first as the main seat. Dual seats exist because Black and Cache River floods once made the other side unreachable — historically a railroad detour through Poplar Bluff, Missouri. Piggott in the Eastern District is where the Sheriff hall and the jail sit. Corning in the Western District has a courthouse at 800 West Second — a second seat of justice, not a second county, not a second Sheriff. The two courthouses are almost identical; Piggott’s sits in the center of town, Corning’s in a residential area. Circuit Clerk: cases in the eastern district file in Piggott; western in Corning. Rector is a city. Neither Rector nor Corning is the Sheriff hall. This is not Clay County, Alabama (Ashland) — already unique. Clay is an elected Quorum Court of justices of the peace. Justices sit two years. The County Judge is the chief executive (Amendment 55), presides, has no vote, and holds the veto. County Judge lists Piggott 870-598-2667 and Corning 870-857-3773. Important functions alternate between the two seats. They fund roads, both courthouse campuses, and the Sheriff’s budget. They do not hire the Sheriff. The people do. Piggott City Council is a city body. Corning City Council is a city body. Corning is not this commission as the whole county.

The Sheriff is four years, Art. 7 § 46, 2026 with the Governor. Take office 1 January 2027. The Mayor of Corning is a city clock. The Mayor of Piggott is a city clock.
Crowley’s Ridge, Black River, Missouri on two sides. Little Rock is the capital.
U.S. 62 is the through road. Black River is the historic district line. Crowley’s Ridge is the upland. AAC: this county is surrounded on two sides by Missouri and two sides by Arkansas. Greene is south — Paragould is that hall. Randolph is west — Pocahontas is that hall. Missouri (Dunklin, Butler, Ripley) is north and east. Staff who paste an Ashland skyline onto South 2nd, or treat Corning as this Sheriff hall, or file “two sheriffs because two courthouses,” are on the wrong county.

A student who only knows an Alabama photograph, or only a Corning storefront as this oval, has not found Piggott. A student west of Black River still uses this Sheriff — the western courthouse is a filing door, not a second oval.

Crime in unincorporated Clay — Rector country, Greenway, Success, Datto, ridge and river roads on both sides of Black River — is this Sheriff. Crime in Piggott is often Piggott Police. Crime in Corning is often Corning Police. This Sheriff is not either city PD. Live listings put HQ and detention at 268 South 2nd Avenue, Piggott. No separate county Department of Corrections turned up on the official doors — do not invent a jailer split. Do not send a family looking for a county booking to Corning City Hall or to Ashland. Civil process and courthouse security at both district doors are the Sheriff. Rights do not change on the ridge. Remedy for Corning Police is the City. Remedy for a Sheriff’s paper is the Sheriff. Relief when Black River water sits is this count first.

A peace order served in Rector. A transport from the Piggott jail to 151 South 2nd, or west to 800 West Second, without becoming Corning PD. Do not invent a church. Do not invent Ashland as this badge. Do not invent Corning as this hall.

Coordination with Piggott PD, Corning PD, Rector municipal, and ASP without becoming those departments. Coordination with Greene’s Sheriff or Randolph’s Sheriff is mutual aid between two offices, not a merger. An Alabama photograph does not steal the seat. A second courthouse does not steal the oval.
