Aroostook is a geographic county whose county government still sits. Voters elect commissioners, a Sheriff, a treasurer, and two Registers of Deeds (Northern and Southern). Municipal services remain town and city. Unorganized territory is inside this county, not a hole in the map.
Houlton is the seat. Presque Isle is not. Caribou holds a court and is not a second shire. Fort Kent and the St. John Valley are this map. Bangor is Penobscot. Augusta is the capital and is Kennebec.

Land — potato, woods, border, no ocean
The County is farmland, spruce, and a long Canadian line. I-95 ends its Maine story here. Route 1 is a winter fact. There is no ocean. Downeast granite is Washington. Casco Bay is Cumberland. A January freeze here is a closed road and a Broadway generator, not a ferry.

Courts in two towns, technology, who learns the work
Superior Court sits in Houlton and Caribou. Each town has its own site. The county site speaks for commissioners, not for Presque Isle Police. A student looks at official employment pages — county, Sheriff, town — not a campaign site.
Justice, outreach, rights that do not stop at the UT line
Crime and fire are town and city where they exist. Jail and civil process are the Sheriff. Prosecution is District 8. Remedy for a town police issue is that town. Remedy for a jail issue is Broadway in Houlton. Relief in a whiteout is mutual aid plus the State. Service of a paper is still a person at a door in Allagash in March. Equal protection does not shrink because the census says unorganized.
